About the project

The Blanche BESS Project

Battery Energy Storage System (BESS) with a capacity of up to 125MW for 500MWh has been proposed by Enel Green Power Australia (EGPA) near the Blanche Substation, on McKay Road in Compton, South Australia. The relevant assessments required in preparation for lodging the Development Approval application for the proposed project are currently underway. The Consent Authority for the proposed project is the South Australian Government. 

Subject to obtaining the necessary approval, construction of the proposed project would be expected to commence in the second half of 2026, with operations due to begin in the first half of 2028. The estimated investment value of the proposed project would be more than $220 million. Subject to obtaining the necessary approval, the Blanche BESS would comprise of shipping containers which are fitted with the battery units and control equipment associated with inverters and power transformers. The layout would be arranged in a grid pattern with enough space to allow access around each unit. A substation would be installed within the BESS area to allow connection to Electranet’s Blanche substation through a dedicated underground cable route of around 1.5 km alongside McKay Road.

Planning and Approval

The relevant assessments required as part of a Development Approval application for the proposed project are currently underway, and they include the following key focus areas:

  • Photomontage, elevation drawings, site plan and landscape plan

  • Stormwater assessment

  • Environmental noise assessment

  • Preliminary fire risk assessment

  • Environmental assessment

EGPA intends to lodge a Development Approval application with the South Australian Government in due course. 

Community Benefits and Impacts

EGPA is committed to a Creating Shared Value (CSV) approach throughout the construction and operational phases of the proposed project. EGPA intends to work closely with the local community in order to enhance economic and social conditions in the local area and proactively share benefits within the community.

EGPA is also committed to local sourcing throughout the proposed project’s operational and construction phases, where feasible. It’s expected that the proposed project will create significant local employment and supply opportunities during construction. EGPA will work closely with the main contractors to identify capability and capacity in the local area and maximize opportunities for local contractors and suppliers to take part in the proposed project through the provision of goods and services to both the project site and workforce.

The proposed project would have some impact on the local area during the construction period, including an increase in traffic. Environmental, noise and construction impacts will be assessed by the relevant regulators during the planning and assessment phase of the project. The Development Approval will set out conditions for the project, including management plans. Management systems will be in place to ensure compliance with all conditions.

 

Community Engagement

EGPA is in the process of developing a Stakeholder and Community Engagement Plan for the project’s pre-construction, construction and operational phases. The plan will include such activities as:  

  • Engaging with key stakeholders for the project, including neighbours in the vicinity of the project area, the broader local community, local councils and relevant government agencies.

  • Sharing regular project updates through local community newsletters and this website.


Community Survey

As part of the Creating Shared Value (CSV) model, EGPA is committed to working closely with the local community to enhance economic and social conditions in the area. For this reason, EGPA is seeking feedback from the community, so as to better understand local values and priorities and inform planning and support for potential initiatives to be undertaken in the area around the project site. EGPA will review the survey results and work to shape its benefit-sharing initiatives in alignment with community preferences, when this is both feasible and compatible with the company’s values, policies and capabilities.
