Aquilla Wind + Storage Project
Enel Green Power is developing a 300 MW wind + storage project that will provide sustainable, affordable energy, benefit the local economy and support grid resiliency for Hill County, Texas residents.
There are a few key ways the Aquilla Wind Project will generate benefits for Hill County:
- The Aquilla Wind Project is estimated to provide tens of millions of dollars in local tax revenue
- This project will create jobs in Hill County during and after construction to maintain the facility
- The Aquilla Wind Project will generate zero polluting emissions, protecting local habitats and promoting clean air and water
- Wind is considered low-impact land use, and turbines can coexist easily with agricultural land
- Farmers and ranchers who lease land to wind projects benefit from thousands of dollars of steady, supplemental income from regular rent payments

Clark Bixler
Clark Bixler is currently responsible for the development of wind, solar, and battery storage in Oklahoma & Texas. He manages a team performing key development tasks including land acquisition, contract negotiation, title curative, permitting, environmental surveying, design and engineering and community outreach programs. Clark has led and managed numerous wind and solar projects that total over 3,000 MW.
Clark grew up and currently resides in a small town in northwest Oklahoma where he is actively involved with his family as the 4th generation in their cattle and farming operation. Clark obtained a B.S. in Agriculture Economics from Oklahoma State University. He enjoys St. Louis Cardinals baseball, Oklahoma State University athletics, quail hunting, working with cattle and traveling with his wife, Bethany.
